Time wise, we clocked in at roughly an hour, according to LondonThameslink. However, we covered quite a few changes and events at this GSM.
Rules be a Changing
Staff accepted a proposal from Frumple to change The Most Important Rule #3 to the following:
Staff reserve the right to take appropriate action for behavior or actions deemed unacceptable for the server and community, even if such behavior is not explicitly in violation of the server rules as written.New text for the rule from Frumple’s proposal
Staff accepted a proposal from Frumple to reword our local vehicle exemption to the following:
Local train lines (including but not limited to: metros, trams, and monorails) that exist only within a city or other localized area are exempt from this requirement.Written by Frumple and amended by autobus22
Following from the ferry exemption that was granted to autobus22 last ISM, Frumple has formalized that rule and it was approved by staff at the GSM. The rule reads will be added Transportation Rules – Boats and Ferries and reads:
4. Ferry lines that transport warp buses and warp trains can only be established with prior email approval from staff.Written by Frumple
Mod Voting System Changes
From a member petition/proposal, staff accepted some new changes to how staff will vote on moderator candidates. The following are now in effect:
- Supermajority (67%) has been lowered to simple majority (51%) approval for promotion.
- Denying a candidate requires either 3 votes or 21% against, whichever is higher.
The proposal pulls in requirements that our older voting system (before October 2020) used to have with requiring a simple majority and trying to offset the power of a neutral vote. With the current system, a neutral vote can still be used to “deny” since it’s not counted in the majority. Effectively, counting the same way as an “Against” vote just like the actual Against vote. However, with lowering the rate to simple majority and changing the denial requirements, this can “neuter” that power and still be used as an actual neutral vote and not impact the outcome.
Not really a freeway but Kingsnake has been approved to finish the B20 from Ellesume to AT.

We had a fairly short ISM so I’m gonna hit ya with the details…
autobus22 requested for a rules exception to run a rail ferry between Risima and Niwen. With his detailed proposal, it was approved. A more general rule has been proposed at the May GSM to allow other people to do similar things. Be sure to check it out!
Hit the Lights
- Skelezomperman was approved for their event funding for the 5th season of MLS Shoveler’s Cup in July/August.
- frogggggg was denied their event funding for the 2021 Summer Games due to lack of event interest polling.

The meeting had quite a few rule changes/additions. This led to a lot of discussion around wording and handling of certain cases.
300/500 Block Rules
Staff approved a proposal from Frumple to rewrite of the 300/500 block rules to revise the wording and clarify that you must contact the mayor when building near a town. Here is the updated text:
300-block proximity rule: If you want to build within 300 blocks of any town or structure belonging to another player, you must obtain explicit permission from them before you start building. The town/structure owner has the right to deny permission for any reason.
One exception is that if you want to build a road or railway that is near or through an inactive town/structure (where the owner hasn’t been on the server for at least 3 months), you can submit an Inactive Town Bypass request to staff, which will be considered at the next staff meeting.Revised 300 Block Rule from Frumple
500-block communication rule: If you want to build within 300 to 500 blocks of any town or structure belonging to another player, you must make a reasonable effort to notify that player before you start building. The town/structure owner must accommodate you in a reasonable manner. If no response is given within a week, you may proceed with building.

One major topic of the meeting was about clearing up the declaration of builds that are copied or taken from other places. Staff agreed on Frumple‘s wording (with an amendment from yours truly) that will be updated on the site.
Plagiarism (that is, presenting builds or creations of another person as your own) will not be tolerated. Give credit where credit is due.
When submitting a town review or when requested by staff, you are responsible for truthfully declaring the origin of all buildings in their town. Failure to be truthful in this declaration may result in warnings. Any buildings that are not declared will be assumed by staff to be primarily built by the town mayor. Franchises are exempt from this requirement and do not need to be declared. As a rule of thumb, you should declare builds if you contributed less than 50% of the effort towards the construction of the build. If you are unsure of the percentage of your own effort or if it’s close to 50%, it is recommended that you err on the side of caution and declare it anyway.
If you are copying a build from another source (such as another player or an external website), you must first ensure that you have the appropriate rights or permissions to copy that build. Franchises are exempt from these requirements. Town Mayors must keep a public record of copied builds that describe the original source/builder and location of build.
These public records can be in the form of:
– List of builds on the MRT Wiki
– Public spreadsheet (i.e: Google sheets)
– In-game sign placed in an easily visible location on the copied build
Requiring IAT Requestor to contact Owners
Staff approved a proposal from sesese9 (me!) to require any person seeking to IAT any asset have to attempt to contact the original owner. The final wording that was settled on was:
Before submitting an IAT, you must contact the owner and ask them to transfer the asset to you, also stating your intent to submit an IAT. If they do not respond within a week, you may submit the IAT request. If the owner declines to transfer the asset and you believe there are extenuating circumstances, you may also submit the IAT.
There was also talk about whether we should apply this to Inactive Bypasses too. Staff agreed that it should so the site will be updated with the wording for both IAT’s and Inactive Bypasses (abbreviation TBD, blame chief).
Staff approved a proposal from Frumple that requires anyone seeking event funding to poll interest in the future event before requesting for funding. This will help the planner have a good idea of who will participate and also affirm to staff that an event will go through and not be cancelled due to low interest/turnout.
Staff denied a proposal from Sasha9076 to disable fish spawning on the server. In our current setup on the server, it’s not possible to only disable fish on the server. Frumple did find a plugin called MobsManager that can allow for specific disabling of spawning animals however worries of overhead and bugs that can arise from installing it.

We had a lot of transport projects this GSM! Love to see more infrastructure and transit connections through the server. All of them were approved! Here’s the list:

Misss_Solemnis was approved to take over Tirivio. This was proposed last ISM but was re-proposed after staff asked Missa to check with ModernArt given the close proximity. Since they were good with it, everything was cleared.
Sasha9076 was approved to take over an unfinished plot in Central City.
CodyHM was approved to take over the remaining 10% of Oceanic Langus Airways from MaxStewartS.

For this year’s April Fools, we are doing another “Purge” event (like the one before Zeta opened), where players can grief and blow up the worlds to their heart’s content. The differences this time is that this event will be held on the beta server, and we will have controlled explosions.
What does “controlled explosions” mean? Instead of letting everyone use TNT to blow up multiple locations at the same time, the use of TNT will be granted by staff to only a few members at a time and for one location at a time. This will help ensure that the server doesn’t crash from lag, and that the event lasts for hopefully several hours, not minutes. There will be some coordination required between staff and members in ensuring everyone gets a turn with TNT and deciding which locations to blow and in what order, so it is recommended that you join Discord voicechat to help with this coordination.
The event will begin on Thursday, April 1st at 2pm UTC (7 am PDT), to allow for those in Asian timezones to possibly participate. Main server will be shut down, and beta server will be restarted with increased memory and some configuration changes. We will try to keep the event running as long as possible throughout the day to allow as many people a chance to blow things up, but there’s always a risk that even with controlled explosions, the server may fall over eventually. Once the event is over, beta server will be shut down and main server will be restored, and all builds will return to as if nothing happened.

Planes, Trains, and Automobiles!
frogggggg and fork_07 proposed a network of roads (B221/B222/B223) in the Northern Peninsula near Titsensaki. They were given approval pending zb7 gives the thumbs up for their town.
Noahrebl_ requested to build a network of canals in the Northwestern area of the server. This plan was rejected for being too ambitious and not feasible given their record of leaving projects partly started. Staff suggested for Noah to ask Conric005 if they could take over the original canal that Conric had permission to finish (where S3 is on the map below). If Noah wants to do the other canals, it was suggested that they propose them one at a time.
PaintedBlue was given the approval to build the B4 from Cape Cambridge to Oceanside. The orange and yellow portions of the road were proposed and later, approved. Other sections of the road (in red) will be proposed later in the future.
Jonathan0930 proposed the B354, which would go from Beningbury through Yalebrook, Harmony Grove, and end in Hannibal (dashed green line on map below). This was denied over lack of detail on the map and concerns of the road quality with it being a proposed 4 lane road through the mountains. Staff asked for a more detailed map of the route and a sample of the road when Jonathan re-proposes the road again in the future.
Foote_Chicken proposed a small extension of the B246 from Bawktown to Kaleville. This was approved.

We had a few Inactive Asset Transfers this ISM.
Missa_Solemnis requested the town of Tirivio (formerly owned by theDragon_37/loldop). Given the town’s close proximity to SW19, owned by ModernArt, staff asked Missa to ask Modern first if they are okay with Missa doing the IAT. Staff denied the IAT to allow Missa to resubmit once they have talked to Modern.
Foote_Chicken was given the town of Raymont (XE40)(formerly owned by TechAutoBlog).
CodyHM was given MRT Airlines (an airline formerly owned by LightningMC).
